Who Qualifies for a Boiler Grant in the UK?

To qualify for a boiler grant under the Boiler Upgrade Scheme in the UK, you must own the property, including businesses, second homes, or rental properties, and be replacing a fossil fuel heating system such as oil, gas, electric, or LPG (liquefied petroleum gas).

For properties in England and Wales, your property must have a valid Energy Performance Certificate (EPC). The heat pump must be commissioned and installed within 120 days of applying for the grant. For biomass boilers, the property must be off the gas grid, in a rural location, and the boiler must have an emissions certificate.

Exclusions include most new build properties, social housing, and properties that have already received government funding for a heat pump or biomass boiler.

Self-build properties are eligible if built by you or a hired builder and have never been owned by a business or organization. Proof of self-build, such as title deeds, is required.

ECO4 Eligibility Criteria

To qualify for ECO4, you must satisfy specific criteria outlined below:

1. Private Domestic Premises

You must reside in private domestic premises.

2. Member of the Help to Heat Group (HTHG)

Membership in the HTHG requires receiving at least one of the following benefits and meeting relevant income requirements:

  • Income-based Jobseeker’s Allowance (JSA)
  • Income-related Employment and Support Allowance (ESA)
  • Income Support (IS)
  • Pension Credit Guarantee Credit (PCGC)
  • Working Tax Credit (WTC)
  • Child Tax Credit (CTC)
  • Universal Credit (UC)
  • Housing Benefit
  • Pension Credit Savings Credit (PCSC)
  • Child Benefit (within specified income caps)

Additionally, eligibility extends to individuals receiving the Core Group 1 and Core Group 2 rebate in England and Wales, or the Core Group in Scotland, under the Warm Home Discount scheme.

3. Households with Disabilities

Eligibility is available for households with disabilities if they receive a means-tested benefit or qualify under one of the four routes outlined in the ECO4 Flex eligibility mechanism.

4. Living in Social Housing with Poor Energy Efficiency

Measures under ECO4 can be provided to social housing units with Energy Performance Certificate (EPC) ratings of D, E, F, or G, where premises are rented below the market rate.

5. Eligibility under ECO4 Flex

Local authorities (LAs), the Scottish and Welsh Governments, and suppliers can identify households meeting legislated eligibility requirements through ECO4 Flex. LAs utilize four routes under ECO4 Flex to identify eligible households, with further details provided in the ECO4 Guidance documents. Eligible households may be contacted by LAs and referred for the scheme.

Please note that meeting eligibility criteria does not guarantee installation, as energy companies make funding decisions.
